An interesting and unusual photo and quite pretty and uncommon (??) plant those ‘Fairy Wings’ are…with beautiful flowers. Leaves remind me of Caladiums.

Even without flowers, Epimediums are wonderful! I so wish I could grow them here.
Agreed. This one is very tough and spreads quickly. They are known for tolerating dry shade… but maybe not quite as dry as you experience, alas.
